Public Hearing regarding the 2018-2019 Budget
Jennifer Stewart, director of budget, continued the review of factors that are used to build the proposed budget. The district is currently looking at proposing a balanced budget of $263.8 million, an increase of 2.9 percent from the previous year. Approximately 83 percent of the funds in the budget are allotted toward salaries, coming from local property tax funds generated by the tax rate of $1.54 per $100 of certified property valuation.
“I just want to clarify that the local property tax dollars will account for 80 percent of the district’s budget, while the state is supplying the other 20 percent. And they’re supposed to be funding public education?” said Mrs. Barbara Burns, trustee.
Discussion of proposed partnership with UNT and district fine arts
Jackie DeMontmollin, director of fine arts, and Peter Hyland, director of the Onstead Institute for Education in Visual Arts & Design at the University of North Texas, discussed a partnership to develop a TEKS-based secondary art curriculum that employs Design Thinking strategies and fosters interdisciplinary connections.
The goal is for the district and UNT staff to learn from each other and share resources to better equip students to learn through Design Thinking strategies and showcase their work throughout the community. By working together, district teachers and UNT professors could co-plan lessons and align secondary art curriculum.
“One way to look at Design Thinking in a mainstream way is how Apple designed the Genius Bar to help customers. They didn’t look at ways to provide technical support, they went and studied how concierge services in the hotel and hospitality industry assist customers and make their experiences better,” said Mr. Hyland. “They didn’t invent something new, they sought an innovative way to make something that was already there, better.”
Discussion of Student Code of Conduct for 2018-2019
Dr. Daniel Lopez, area superintendent for academic programs, presented a report detailing the changes and revisions to the student code of conduct for the upcoming school year. Dr. Lopez addressed the biggest concerns which covered wording that is more clear and consistent throughout the document so parents and students have a better understanding of interpretations regarding dress code, expulsions and transfers.
Discussion on historical marker for Fred Moore High School
Elise Clements, a Denton High sophomore and Girl Scout, presented reasons why the district should consider looking into adding a marker following the Texas Historical Guidelines at Fred Moore High School. The marker, which would honor the school’s namesake Fred Douglas Moore, would celebrate and promote the diversity found across the Denton ISD community. Ms. Clements noted the minimal cost of the $100 application fee and her willingness to handle the oversight of the project in conjunction with district leadership.
The Trustees supported her decision and motioned to vote on the measure, passing it with a unanimous 7-0 result.
Report outlining growth from the first quarter of 2018
Bob Templeton, president of Templeton Demographics, presented a report overviewing the growth in Denton ISD during the first quarter of 2018. According to the report, the district is currently the third-fastest growing district in North Texas in number of new home starts (2,160), new home closings (2,015) and first in vacant developed lots (32,461).
Almost half of the growth is in the Braswell High attendance zone, with the school looking at having more than 3,000 students by 2022. The district is looking at an enrollment of 32,514 students for the 2022-2023 school year and more than 35,600 students by 2027.
“With the easternmost portion of the Braswell attendance zone almost butting up to the North Dallas Tollway, I don’t see the growth in that area or your district slowing down anytime soon,” said Mr. Templeton.
