Educational Improvement Council (EIC)

EIC is acronym for Educational Improvement Council, which is the Denton ISD district site-based decision making committee consisting of representatives from across the district including a teacher from every campus as well as districtwide representatives in addition to parents, community, and business members. The purpose of the EIC is to advise the Board in establishing and reviewing the District’s educational goals, objectives, and major districtwide classroom instructional programs.

The EIC advises the Board or its designee in establishing and reviewing the District’s educational goals, objectives, and major Districtwide classroom instructional programs identified by the Board or its designee.  The council shall serve exclusively in an advisory role except that the council shall approve staff development of a Districtwide nature.

The chairperson of the council set the agenda, and schedules at least two meetings per year (and additional meetings may be held at the call of the chairperson).

District-level composition BQA (Local)

The committee shall include representative professional staff, parents of students enrolled in the District, business representatives, and community members. Education Code 11.251(b), .253(a).

District-level composition BQA (Local)

The council shall be composed of members who shall represent campus-based professional staff, District-level professional staff, parents, businesses, and the community.  For purposes of this policy, District-level professional staff shall be defined as professionals who have responsibilities at more than one campus, including, but not limited to, central office staff.

At least two-thirds of the elected professional staff representatives must be classroom teachers. If practicable, the committee shall include at least one professional staff representative with the primary responsibility for educating students with disabilities. The remaining staff representatives shall include both campus- and District-level professional staff members. Education Code 11.251(e)

Classroom Teachers

Classroom teacher representatives shall be nominated and elected by classroom teachers assigned to each campus and shall comprise at least two-thirds of the total professional staff representation on the council.

Campus-based nonteaching professionals

At least one campus-based nonteaching professional representative shall be nominated and elected by all staff.

District-level professionals

At least one District-level professional staff member, other than the Superintendent, shall be nominated and elected by the District-level professional staff.

Parents

The council shall include at least two parents of students currently enrolled in the District, selected in accordance with administrative procedures.

Board policy shall provide procedures for the selection of parents to the District-level committee.

For purposes of establishing the composition of the committee:
A person who stands in parental relation to a student is considered a parent.
A parent who is an employee of the District is not considered a parent representative on the committee.
A parent is not considered a representative of community members on the committee.

Business and community BQA (Legal)

The committee must include business representatives without regard to whether a representative resides in the District or whether the business the person represents is located in the District. Community members must reside in the District and must be at least 18 years of age. Education Code 11.251(b), (c), (e) 

Community members

The council shall include at least two community members selected by a process that provides for adequate representation of the community’s diversity, in accordance with administrative procedures.  The Superintendent shall use several methods of communication to ensure that community residents are informed of the council and are provided the opportunity to participate and shall so-licit volunteers.  Community representatives must reside in the District.

Business representatives

The council shall include at least two business representatives selected by a process that provides for adequate representation of the community’s diversity, in accordance with administrative procedures.  The Superintendent shall use several methods of communication to ensure that area businesses are informed of the council and are provided the opportunity to participate and shall solicit volunteers.  Business representatives need not reside in nor operate businesses in the District.

Chairperson

The Superintendent shall be the Board’s designee and shall name the chairperson of the council from among the council’s members.

Elections BQA (Local)

The consent of each nominee shall be obtained before the person’s name may appear on the ballot.  Election of the council shall be held in the fall of each school year at a time determined by the Board or its designee.  Nominations and elections shall be conducted in accordance with this policy and administrative regulations.

Representatives shall serve staggered two-year terms and shall be limited to one term on the council.

Meetings BQA (Legal)
The District-level committee shall hold at least one public meeting per year.  The required meeting shall be held after receipt of the annual District performance report from TEA for the purpose of discussing the performance of the District and the District performance objectives. Education Code 11.252(e)

Consultation BQA (Legal)
The Superintendent shall regularly consult the District-level commit-tee in the planning, operation, supervision, and evaluation of the District educational program. Education Code 11.252(f)

Communications BQA (Local)
The Superintendent or designee shall ensure that the council obtains broad-based community, parent, and staff input and provides information to those persons on a systematic basis.  Methods of communication may include, but are not limited to:

• Articles regarding the work of the council in District and campus publications or on the District’s website.
• News releases to the local media regarding the work of the council.
• Periodic reports on the work of the council that may be posted on campus bulletin boards.

Survey
The District shall use the results from the teaching and learning survey required by Education Code 7.064(a), conducted biennially, to review and revise, as appropriate, the District-level improvement plan, and for other purposes, as appropriate to enhance the District learning environment.  Education Code 7.064(e)

Evaluation BQ (Legal)
At least every two years, a district shall evaluate the effectiveness of the district’s decision-making and planning policies, procedures, and staff development activities related to district- and campus-level decision making and planning to ensure that they are effectively structured to positively impact student performance. Education Code 11.252(d)

Staff development BQA (Legal)
The campus-level committee must approve the portions of the campus plan addressing campus staff development needs.  Education Code 11.253(e)

Dropout prevention BQA (Legal)
The District-level committee of a district with a junior high, middle, or high school campus shall analyze information related to dropout prevention.

Parental involvement plan BQ (Local)
The Board shall ensure that the District and campus improvement plans, as applicable, address all elements required by federal law for receipt of Title I, Part A funds, including elements pertaining to parental involvement.  The District-level and campus-level commit-tees shall involve parents in the development of such plans and in the process for campus review and improvement of student academic achievement and campus performance.  

Election of the council shall be held in the fall of each school year at a time determined by the Board or its designee. Nomination and election shall be conducted in accordance with this policy and administrative regulations. Representatives shall serve staggered two-year terms and shall be limited to two consecutive terms on the council.

The council shall be composed of members who represent campus-based professional staff, District-level professional staff, parents, businesses, and the community. At least two-thirds of the District and campus professional staff shall be classroom teachers. The remaining one-third shall be professional non teaching District and campus-level staff. For purposes of this policy, District-level professional staff shall be defined as professionals who have responsibilities at more than one campus, including, but not limited to, central office staff.

1. Classroom teachers representing each of the campuses in the District. Each campus teacher representative shall be nominated by and elected from classroom teachers assigned to that particular campus.

Classroom teachers interested in serving on the EIC should contact the campus principal.

2. One counselor representing all of the counselors in the District. The counselor representative shall be nominated by and elected from the counselors in the District.

3. One librarian representing all of the librarians in the District. The librarian representative shall be nominated by and elected from the librarians in the District.

4. Three campus administrators representing elementary, middle, and high school administrators. The administrator representatives shall be nominated by and elected from the campus administrators in the District.

5. Three central office administrators representing the Superintendent and the central office staff. The central office administrator representatives shall be nominated by and elected from central office professional administrative staff.
